Copyright Monopoly: In an unexpected turn of events, one of the key committees in the European Parliament voted recently to weaken a reform of the copyright monopoly for allowing re-publication and access to orphan works, pieces of our cultural heritage where no copyright monopoly holder can be located. When a work has gone orphan, it means that it is effectively lost until the copyright monopoly expires, 70 years after the creator’s death. You can only hope that somebody has kept a copy illegally and copied it across new forms of storage media as they go in and out of fashion as the decades come and go, or it will be lost forever. The vote in committee on March 1 was supposed to end that (or, more technically, recommend a course of ending that to the European Parliament as a whole). Defence chiefs are drawing up plans to cope with the potential military fallout from the eurozone crisis, according to General Sir David Richards. It is understood that Armed Forces planners are looking at the possibility that a new global financial crash could undermine the defence forces of key British allies. In yet another effort to solve the euro crisis, France and Germany last week agreed on a stability pact that essentially offers increased bailout funds in return for even stronger fiscal austerity on the part of the major debtor countries of Europe. But the deal arguably necessitated changes to the Treaties governing the European Union and as such required assent from all 27 EU member countries, ten of which are not members of the euro zone but whose economies are nonetheless closely integrated with it. To get around this problem and to provide the markets with a united front of governments, Germany and France wanted to make the deal an EU-wide agreement and sought to obtain a unanimous agreement to seek appropriate Treaty changes. Britain?s David Cameron, however, believed that some aspects of the deal would harm the City of London?s position as a financial center contributing something like 10% of Britain?s GDP.
